Howard was first elected Vice Chair and a member of the SEER Executive Committee in August 2019 and has held a remarkable number of positions within the ABA. He was chair for SEER’s 44th Spring Super Conference on Environmental Law in 2015 and Chair of the former Standing Committee on Environmental Law. Howard is nationally recognized as a leading environmental law and litigation attorney for many years by Chambers USA, Best Lawyers, Super Lawyers, Martindale-Hubbell and comparable publications.

Howard is a former Colorado Deputy Attorney General and nationally recognized attorney in environmental law and litigation. He effectively counsels clients before state and federal courts and administrative agencies, driving forward solutions that balance economic and environmental interests and achieve client objectives. Howard’s environmental practice includes transactional due diligence; air quality, waste facility, superfund, natural resource damage, insurance and NEPA litigation; environmental audits; and wetlands and water quality permitting and defense.

As SEER chair-elect, Howard will support initiatives of the Section Chair, Karen Mignone, and the SEER Council and plan for appointments and programs to be held during his Chair-year.

“I am excited to be part of the great work of SEER – the nation’s premier forum for environment, energy and resources lawyers. I intend to build on the foundation of past Chairs and focus on the future growth and success of the Section.” Howard can be reached at
